Missing 12 votes in parliament on equal rights is probably not the best way to become an "equality minister." But that didn't stop Prime Minister Tony Blair from appointing Ruth Kelly in early May as the United Kingdom's new secretary of state for communities and local government, responsible for implementing Britain's new Equality Act, which prohibits discrimination against gays.

Kelly, a devout Catholic, has refused to say publicly whether she believes homosexuality is a sin, but she has a record of voting against the interests of gay people. Yet Blair is standing by her. "She repeatedly said she is totally opposed to discrimination of any kind whatsoever," a Blair spokesman said.
