The book is the second of a threevolume history of the Holocaust sponsored by Israel's Yad Vasham (The Holocaust Martyrs' and Heroes' Remembrance Authority). It is concerned solely with the formation of Nazi policy in the period between September 1939 and March 1942 when the 'final solution' became Nazi policy. The author describes in great detail how theories and events worked together during this period to create the end product and how average party workers, party members and Germans were involved and to what degree.
