FTC reverses Donnelly decision

The Federal Trade Commission has overturned an earlier decision that ordered R.R. Donnelley & Sons Co. to divest the Meredith/Burda Companies it acquired in 1990. The FTC opinion, issued in early August, nullifies a December 1993 decision by FTC administrative law judge Lewis Parker regarding the $537 million deal.

That decision, citing concern over dwindling competition, demanded that Chicago-based Donnelley, the world's largest printer, sell off the four printing plants, contracts and customer lists it had acquired. But the latest ruling finds there was no anti-competitive effect in a "high-volume publication gravure printing" market.
