The Cosmetic Center, a Maryland-based chain of 253 cosmetic stores, has been sold to a New Jersey investment company that specializes in turnarounds. The seller Revlon Inc., which had owned an 85% stake. The new owner York Management Services, the company that last year acquired Kmart's Canadian stores, then sold them to Hudson's Bay.
