The U.S. Department of Commerce has determined that cement imports from Mexico represented a dumping margin of 73.74 percent for the period from August 2000 to July 2001

> The U.S. Department of Commerce has determined that cement imports from Mexico represented a dumping margin of 73.74 percent for the period from August 2000 to July 2001. If that margin is upheld on appeal, Cemex will be required to pay an estimated $29.5 million in anti-dumping duties. Cemex's average dumping margin of 62 percent over 11 administrative reviews is believed to be the highest margin ever determined over such a long period of time for any one foreign importer.
