The White House believes Saddam Hussein's ouster could ease the oil problem by increasing supplies. Iraqi production has been constrained somewhat because of the nation's limited investment and political factors. Iraq produces 1.7 million barrels of oil daily. Before the Gulf War, Iraq produced around 3.5 million barrels a day. A regime change in Iraq could add 3 to 5 million barrels a day into the world energy market.

Meanwhile, U.S. diplomats have been trying to get assurances from Saudi Arabia, Russia and other oil-producing countries that they would make up for any lost Iraqi oil production. The United States could also tap into the Strategic Oil Reserve, if necessary, to weather a short-term shortfall.
