Library of Congress - copyright law for music and art carried by public broadcasters

Library of Congress adopted final rules on copyright royalties for music and art carried by public broadcasters, it said in Jan. 14 Federal Register. Library established Copyright Arbitration Royalty Panel (CARP) to settle challenges. Rates range from $211.53 for musical work used in feature presentation on PBS to 54 [cents] for music in background in NPR program.

Only terms not set by Library are ASCAP and BMI compositions used by NPR and PBS. Library said CARP proceeding will be set to resolve issue, and all parties are in discovery.
