Dinkins suggests permit, fee breaks for small concerns

NEW YORK -- As part of an ambitious plan to jump start the local economy, Mayor David Dinkins has proposed that a number of small businesses like restaurants be excused from the city's burdensome licensing and fee requirements.

In the annual State of the City address, Dinkins also called for the elimination of permit fees for minor construction projects.

Both provisions could greatly facilitate the opening of restaurants in New York, which is cited by many foodservice chains as one of the toughest markets to enter because of its fees and permit requirements.

However, political observers have expressed doubts about the mayor's ability to enact those provisions, noting that both would cut revenues at a time when the city desperately needs funds.
