The U.S. House has passed the Hospital Mortgage Insurance Act of 2003, which the president signed on October 3. The bill gives the Department of Housing and Urban Development (HUD) authority to provide mortgage insurance to hospitals in jurisdictions without a certificate-of-need program. The hill also makes critical access hospitals eligible for the HUD mortgage insurance program for a three-year trial period.
