... Upper payment limits for rural health centers (RHCs) and federally qualified health centers (FQHCs) will increase by 2.9 percent over 2003 rates, according to a one-time notification published by CMS on January 20. The 2004 upper payment limit per visit is now $68.65 for RHCs and $106.58 for FQHCs. The payment rates, which are based on an increase in the Medicare Economic index, are effective from January 1, 2004, through December 31, 2004, and have an implementation date of March 2.
