Horizon Blue Cross Blue Shield of New Jersey has introduced web-based services that enable its members to rate the quality of care they receive from physicians and hospitals. The Newark-based plan has launched a web portal that offers a set of consumer-oriented decision-support tools.

Consumers will also have the ability to select physicians and hospitals based on quality data posted by providers. Hospitals, for example, may supply data on their complication and mortality rates for particular conditions, or display their progress reports on complying with quality initiatives of The Leapfrog Group.
