No surprises in PPS year 10 proposed regulations - Health Care Financing Administration's regulations on Medicare prospective payment systems

... Minnesota enacted "HealthRight," a bill that will provide universal access for the state's uninsured residents by 1997. Governor Arne Carlson (R) signed the bill on April 23. Hospitals and other healthcare providers fought the bill, which would be financed through a 2 percent revenue tax on providers, a one percent tax on insurers and HMOS, and a 5 cent increase in cigarette taxes. HealthRight will offer state-subsidized health insurance to low-income Minnesotans who are not eligible for Medicaid. The program is voluntary, and requires premium payments based on income. Minnesota is one the latest in a series of states, including Vermont, Oregon, and Florida, to enact legislation to reign in rising healthcare costs and stem growing numbers of uninsured citizens.
