CHIP launches campaign against rent regulation

"When the current rent laws expire in 1997, that should be the end of rent regulation," said R. Bonnie Haber, president of CHIP. "Upstate legislators will know by election day, 1996, that their constituents won't stand for wasting any more of their tax dollars on a $30 million state agency that protects Manhattan millionaires in $500 a month penthouses."
Rent regulation also contributes to New York City's fiscal crisis and, consequently, places demands on taxpayers statewide, Haber noted. Artificially low rents (currently proposed guidelines for one and two year increases are Just 1 percent and 2 percent) prevent the city from collecting more than $100 million a year in additional property taxes and discourage investment in construction and renovation.
CHIP board members are meeting with upstate editorial boards this Spring, and raising funds for a massive advertising campaign upstate during the 1996 legislative elections. A fundraiser and cocktail party to kick off the campaign is scheduled from 6-8 p.m., Tuesday, June 20 at "Live Psychic," 207 East 84th Street. Admission is $50.
CHIP is also running a "Win the End of Rent Regulation Raffle" - tickets are $20 each or $100 for five and prizes include a U.S. Energy Systems fuel computer system valued at more than $7,500.
