(1.) "Net lending or borrowing" is similar to "net financial
investment" in the flow-of-funds accounts prepared by the Federal
Reserve Board. The two measures differ primarily because government net
lending or borrowing is estimated from data for transactions, whereas
net financial investment is estimated from data for financial assets.
There are also small conceptual differences, such as the classification
of the Federal Government's railroad retirement and veterans life
insurance programs.
