CHAIRMAN
Warren E. Bickford is director of communication and public education for the Saskatchewan Department of Justice and the Saskatchewan Department of Corrections and Public Safety in Regina. Previously, he was executive director of the North Battleford Water Inquiry, and communication adviser and acting executive director of communication and public information for the Saskatchewan Department of Health.
Bickford has held a number of volunteer leadership positions including director of finance, IABC executive board; trustee, IABC Research Foundation; president, IABC/Regina; district director, IABC Canada District 1; director, Children's Health Foundation of Saskatchewan; director, Regina Volunteer Information and Training Centre; director, Regina South Rotary Club; vice president of the Health Care Public Relations Association of Canada; and representative to the Canadian Prime Minister's National Forum on Health.
VICE CHAIR
Katherine (Kit) Jenkins is associate professor, school of communication, at Webster University, St. Louis, Mo. Previously, she served as visiting professor, Leiden, The Netherlands, and study group leader to the fourth United Nations Conference on Women, Beijing, China/NGO Forum on Women, Huairo, China.
She was an organizer of the Spirit of Beijing--Spirit of St. Louis conference and chaired the National Women's Studies Association. Previous employers include AT&T, St. Louis; KOPN Radio, Columbia, Mo.; and Maritz Motivation, St. Louis.
Jenkins earned IABC accreditation in 1999. She has served IABC in many capacities: as district director (D4); as judge and coordinator for the Gold Quill awards; on the executive committee of the IABC international board; and as Research Foundation trustee in 1999-2000. She has won many awards and honors from IABC as well as community and educational honors.
She holds a bachelor's degree in English literature, University of Missouri (Columbia), and a master's in marketing, Webster University.
PAST CHAIR
Tamara Gillis, Ed.D., ABC, is associate professor of communication and chairman of the department of communication at Elizabethtown College, Pa., and owner of Wordsmiths, a communication consultancy. She also has held a number of positions in community relations and public relations in the nonprofit, government, education and health care sectors.
Gillis has participated in international education and communication projects in Swaziland, Namibia, Ecuador and Russia. In 2001, she taught for Semester at Sea on a ship that circumnavigated the globe. Her current areas of research interest include change management, cultural implications of new media and media literacy.
An IABC member since 1986, Gillis has held a number of offices in IABC/Harrisburg in U.S. District 3, including serving as district director in 1998-1999. In addition to chairing the IABC Research Foundation, she has served on the IABC executive board and executive committee.
Gillis has a bachelor's degree in English and a master's degree in communication studies from Shippensburg University (Pa.). She earned a doctorate in administration and policy studies from the University of Pittsburgh.

Arnold T. Kishi is an executive assistant to the governor of Hawaii, responsible for setting strategic technology directions for 20 executive branch departments that spend US$100 million annually for technology services in their US$3.2 billion budgets.
Before joining the governor's office, Kishi was a senior executive at the East-West Center, a multinational, Hawaii-based public research corporation.
Kishi is also an adjunct faculty member in the University of Hawaii Department of Information and Computer Sciences. He is president of the University of Hawaii Alumni Association and trustee for the University of Hawaii Foundation.
Kishi has held numerous IABC leadership positions, including two terms on the IABC executive board, and has received many awards for communication management programs.
He graduated from the executive MBA program, University of Hawaii; completed executive management programs at Stanford University; and received professional accreditation as a Certified Government Financial Manager and an Information Technology Manager.
He holds bachelor's degrees in journalism and American history from the University of Hawaii.

Carol A. Poore, ABC, is director of communication for New West Energy, an affiliate of Salt River Project, the nation's third-largest public power electric and water utility, based in Phoenix, Ariz.
Her experience includes more than a decade in corporate communication and media relations, with emphasis on strategic communication planning, publications management and executive speech writing. An international author and speaker, Poore has written a book, "Building Your Career Portfolio," available in bookstores throughout the U.S. and Canada, which was also published in German and Korean.
