Following completion of a gap analysis, sit down with your direct report, review the results, and reach an agreement on how many and which of [the questions Clare mentioned] you will target. Then, conduct interviews or baseline assessments to establish your starting point.

Hard skills could be [measured by] mechanical aptitude tests or rejection rates. Soft skills might require 360-degree feedback sessions or a development assessment and feedback tool. Develop your training around those and use an instrument to assess the results. I'm a big believer in Kirkpatrick's four levels of evaluation.
