SANTA CLARA, Calif., April 22 /PRNewswire/ -- WebLOQ, Inc., the emerging leader in total privacy solutions for secure and compliant eBusiness and data-in-motion communications, today announced the appointment of Dr. David Milligan Ph.D., former Senior Vice President and Chief Scientific Officer at Abbott Laboratories, and Robert Ditmore, former President and Chief Operating Officer of United HealthCare Corporation, to its Board of Directors, effective immediately.

Dr. Milligan joined Abbott Labs in September 1979, where he led the Diagnostics Products Research and Development organization and later assumed responsibility for global Pharmaceutical R&D. He currently serves as a Principal with Bay City Capital and member of its Business Advisory Board. Earlier roles included key management positions with Xonics Medical Systems, Litton Dental Products, Litton Medical Systems and 3M Company. Dr. Milligan also serves as a director for Caliper Life Sciences, and Pathway Diagnostics. Dr. Milligan graduated from Princeton University with an A.B. degree in Chemistry (summa cum laude), and holds M.S. and Ph.D. degrees from the University of Illinois.
Mr. Ditmore co-founded United HealthCare Corporation (UNH) in 1985, serving as President and Chief Operating Officer through 1991 and as a Director through 1996. He currently serves as the Lead Director and Chairman of the Compensation Committee of Centene Corporation, a $3 Billion HealthCare company. Prior to that, Ditmore founded Share Development Corp (SDC), a holding company which formed and managed 6 HMO's in the mid-west and was part of the "merger of equals" to form United HealthCare. Ditmore also led the HMO component at Primary Health, a privately held HMO/Medical Group, where he was a Director and Chairman of the Board. Ditmore holds a B.A. in Business & Industrial Relations from San Jose State University.
