Data System Technicians to merge with FC and ET ratings

The merger of the Data Systems Technician (DS) with the Fire Controlman (FC) and Electronics Technician (Surface) (ET) ratings will be completed by Oct. 1, 1998, according to the Bureau of Naval Personnel (BUPERS).
Between now and then, DSs will be converted to either ETs or FCs based on (1) their individual desires, and (2) previous training and experience.
In order to consider the desires of individual DSs, BUPERS is requesting that units with DSs assigned collect a NAVPERS 1306/7 package from each DS stating the Sailor's preference for either FC or ET rating. The packages should be combined and sent to BUPERS (PERS-406EK) no later than May 15, 1996. Beginning Aug. 15, 1996, a listing of all DSs and their conversion ratings will be available on BUPERS Access.

In support of the merger, Chief of Naval Personnel VADM Skip Bowman said, "Years ago, when the DS rating was formed, the Navy's computer, display, and link functions were 'add-ons' -- external modernizations of already existing missile, gun and ASW weapons systems. Today our combat systems are integrated within a single battle force concept. Integrating the DS rating with the ET and FC ratings is acknowledging this reality.
"From our experience with rating mergers," Bowman continued, "the earlier you prepare yourself for the merger the better. BUPERS stands by to help commands and individuals involved with this rating merger."
The next major milestone in preparation for the merger occurs in July of this year when NETPMSA issues revised FC and ET Personnel Advancement Requirements (PARS). DSs will have more than 24 months to complete the revised PARS before the first revised advancement exam in September 1998.
