Campus safety and crisis management planning have become high profile national issues and will soon be a mandated requirement for schools seeking Title IV funds (Pell grants, Perkins loans, etc.), both in the House and Senate versions of the Higher Education Act Reauthorization. Institutions who do not comply risk losing Title IV funding, or face other penalties or sanctions. In addition, Eastern Michigan University recently agreed to pay the largest ever Clery Act fine of $350,000 to the U.S. Department of Education for failing to warn the campus community about the murder of student Laura Dickinson in her on-campus residence hall in December of 2006 and other violations at the school that subsequently came to light.
