Even without a collective bargaining law, KESPA has negotiated in school districts where it has strong membership-and achieved impressive results.

The gains include salary schedules. sick leave banks detailed policies for Hopkins County bus drivers, and a fair, seniority-based layoff procedure for ESP in many Kentucky districts.

But, in unorganized Kentucky districts, support staff "have no rights and don't even receive their paychecks in envelopes," says Breckinridge County KESPA President Dottie Ballard.

"Our checks come in envelopes sealed with tape," Ballard boasts. "We have a voice in our working conditions and a very good relationship with our superintendent."
