"We put in for equipment that allows us to fight fires and rescue people in addition to improving our emergency preparedness," said Menches.

The city specifically improved its ability to deal with hazardous material outbreaks. They upped their supply of oxygen tanks, procured a haz-mat trailer, got "gut belts" that allow responders easy access to lifesaving tools and added an $11,000 infrared search camera, plus tents, showers and identification equipment that allows them to provide triage medical assistance at the scene rather than having to send everyone to the hospital.

"We've just tipped the iceberg," Menches said, "but at least we have a process in place."
