United States: House votes to protect fetuses

WASHINGTON-The U.S. House of Representatives voted on March 12 to describe a fetus that is breathing or has a heartbeat after it leaves or partially leaves the woman's body as a person. The measure is aimed at preventing late-term abortions in which a fetus is partly "delivered." Abortion opponents have long called such abortions "partial births" and campaigned to have them banned.

The House passed a similar bill last year, but this year's bill is more specific in saying that it does not apply to fetuses at any earlier point. This has convinced more Democrats to support the measure.

Sen. Rick Santorum, R-Pa., is sponsoring an identical bill in the Senate.
