Committee Discusses Troop Rotations. On the heels of the Army's announcement that more than 5,000 members of the Individual Ready Reserve are being called up, the House Armed Services Committee held a hearing on July 7 to discuss troop rotations.

Rep. Ike Skelton (D-MO), the ranking Democrat on the committee, expressed concern that the current rotation is wearing the military out. Rep. Hunter Duncan (R-CA) stated that the lack of force structure and manpower were forcing the services to make immediate accommodations "that mortgage the future."

The Individual Ready Reserve was last called up in 1990 during preparations for the Persian Gulf War. Fifty-five percent of the soldiers deploying to Iraq for the third rotation have already been to the country at least once.
