RORY D. GRINDLEY, P.E., PTOE (F)

District 6

Rory Grindley is the Associate County Traffic Engineer for Pierce County, WA, USA, where he has supervised the County's traffic engineering staff for the past 14 years with overall responsibilities for traffic operations, traffic design and development impact review. His professional transportation career includes seven years in private consulting prior to his joining the County.

Mr. Grindley obtained his bachelor of science in civil engineering from the University of Washington, where he joined ITE as a student member. He is a registered civil engineer in the state of Washington and was one of the first PTOEs in the state. He has served as President of both District 6 and the Washington State Section, where he has been a strong advocate of initiatives to promote and support student and younger member involvement in ITE. He currently is a member of the Traffic Engineering and Public Agency Councils.

ROCK E. MILLER, P.E., PTOE (F)

District 6

Rock Miller is a Partner at Katz, Okitsu & Associates and is Manager of the firm's Orange County and San Bernardino, CA, USA, offices. His transportation career spans 30 years and has been divided equally between the private and public sectors.

He has served as an Officer for the Southern California Section of ITE and for District 6. He received a B.S.C.E. and an M.S.C.E. from the University of California at Davis. He is registered in California as a civil engineer and a traffic engineer and also possesses a PTOE certificate.

Mr. Miller is known locally for his broad range of experience in traffic engineering and transportation planning and is recognized widely for his work in the safety and enhancement of pedestrian facilities.

PATRICIA B. NOYES (F)

District 6

Pat Noyes is the Founding Principal of Pat Noyes & Associates in Boulder, CO, USA. Prior to starting Pat Noyes & Associates, she was a Traffic Operations Engineering and Transportation Planner for the City of Boulder and a Transportation Planning Engineer for Boulder County. She holds a master of engineering in civil engineering from the University of Colorado, a master of arts in urban geography from McMaster University and a bachelor of arts from Northwestern University.

Ms. Noyes has led numerous projects in traffic incident management and traffic calming and has facilitated extensive public involvement processes on complex transportation planning projects. She has taught courses for Northwestern University's Center for Public Safety, the University of California's Institute for Transportation Studies and the Federal Highway Administration.

She has served as President of ITE District 6 and the Colorado/Wyoming Section and on the Executive Committee of the Transportation Planning Council. She currently chairs the Transportation Security and Evacuation Advisory Committee, is Vice Chair of the ITS/M&O Council and serves on the Traffic Incident Management Committee. Ms. Noyes is an active firefighter and emergency medical technician.
