Ronald C. Moore Jr. (M) was promoted to associate vice president in the Absecon, NJ, USA, office of Pennoni Associates Inc.

David Warner, P.E. (F), joined the transportation team at Olsson Associates as a senior transportation planner in the firm's Edina, MN, USA, office.

Larry V. Hofrman, P.E. (M), was promoted to vice president in the Boise, ID, USA, office of HDR Inc.

Angshuman Guin, Ph.D., E.I.T. (A), won the Milton Pikarksy Memorial Award from the Council of University Transportation Centers for best Ph.D. dissertation in the science and technology category, for his research regarding incident detection algorithms.

Adnan M. Pasha, P.E. (A), was promoted to technical director in the Traffic Department for the New York, NY, USA, office of AKRF Inc.

Hollis A. Walker Jr., P.E. (F), joined Wilbur Smith Associates as president of the firm, where he will focus on project manager training, developing project manager systems within the company, developing better project control through financial management, improving schedule control and focusing on quality assurance and quality control. He previously served as executive vice president for ARCADIS.

Gustave A. Baez, AICP (M), was promoted to vice president in charge of the Transportation Finance and Technology Division's Texas operations at Wilbur Smith Associates.

Robert W. Bowers, P.E. (F), was promoted to vice president in the Knoxville, TN, USA, office of Wilbur Smith Associates.

Kenneth Keitt (M) joined HNTB Corporation as associate vice president and director of engineering operations for the firm's Washington, DC, USA, office.

Haseeb A. Ghumman, P.E., PTOE (A), project engineer with TVGAs Transportation Division, was certified as a Professional Traffic Operations Engineer(TM).
