One of the most rewarding efforts of the Navy League is the Scholarship Program - which provides financial support to dependents and direct descendants of sea service personnel to attend college. "Educating and motivating the youth of our country are the keys to our future as a nation." Those words were from the late Earnest G. "Scotty" Campbell, who conceived, developed, and provided the initial funding for the Navy League's Scholarship Program.
Jewell H. Bonner, Chairperson for the Scholarship Committee states that "the Scholarship Program is an important asset in meeting our commitment to provide support to the men and women of our sea services and their families."

The Navy League's Scholarship Program is a true endowment fund; only earnings from the fund will be expended, leaving the principal untouched. "Therefore, each named scholarship is endowed in perpetuity. Initial contributions to the fund have included gifts from individuals, corporations, and foundations," noted Bonner.
Recipients are selected on the basis of academic record; leadership achievement; character; all-around ability; and financial need. In general, students awarded scholarships must be U.S. citizens who are intelligent, well-motivated young men and women, and who have demonstrated an appreciation of the laws, traditions, and values of the United States of America.
The Navy League invites contributions to the Scholarship Program and urges members to identify possible sources of funding for subsequent solicitation. Bonner states that "those wishing to contribute amounts of $50,000 or more may endow a scholarship named in honor of themselves or others."
