Gary D. Bates
Supply Support Reliability
Mr. Gary D. Bates is the primary analyst in Supply Policy and Procedures Branch, Directorate of Supply, Headquarters, Air Force Material Command, with responsibility for the maintenance and execution of guidance for Supply personnel at both the Base Retail and Depot Retail levels. His unique knowledge of both the Standard Base Supply System (SBSS) and the Wholesale and Retail Receiving and Shipping System and processes, allow him the capability to solve technical and procedural problems associated with system enhancement projects. In addition to providing expert advise on solving user problems, he also initiates corrective action for those situations requiring a system or procedural changes. He is recognized in particular for his extensive planning and troubleshooting to convert the account form a wholesale-supported system to a process that operates from an SBSS retail platform. To affect this transfer, Mr. Bates tailored countless process and transactions to fit unique Cryptologic Support Group requirements and devoted countless hours of temporary duty performing tests to assure that appropriate requirements were met.
Thomas A. Jarlinski
Reliability Engineering
Mr. Thomas A. Jarlinski is a Failure Reporting, Analysis and Corrective Action System (FRACAS) reliability engineer for Honeywell International's Guidance and Navigation Operations, Clearwater, Florida. As part of the FRACAS team, he investigates system level failures and isolates the reported problem to the room cause, subsequently implementing corrective action with the cooperation of other engineering departments. Mr. Jarlinski is being recognized with this Field Award for his role as Co-Leader of the Test Corrective Action Board, which is responsible for the documentation, investigation, and resolution of all technical problems for the H764 Navigation Programs (which support, among other platforms, the Navy's F-14, and A-10; the Air Force's C-17; and various Army helicopters).
Leo Lambert
Transportation
With over 24 years in the field of transportation and international freight forwarding (trucking, shipping, airfreight, logistics), Mr. Leo Lambert has been an active consultant on international transport to the United Nations (International Trade Centre - UNCTAD/GATT Geneva). A former owner/president of an international freight forwarding company, he has made numerous presentations at conferences, seminars, workshops and training sessions; and lectures and teaches worldwide on the field of transportation. Mr. Lambert participated in the first Hellenic round table on Intermodal Transport hosted by the European Union the Hellenic Chamber of Transport and the Chamber of Commerce Piraeus. He has conducted a evening preparatory course for the Chartered Institute of Transport UK examinations on both Logistics and Transport Management. He has also participated, together with the Secretary General of the Ministry of Transport and the President of the Truckers Union, in a panel discussion on transportation issues for a program on the Greek TeleCity Television Network. The Society's current Vice President, International (Pacific) and General Manager of Cosmos Building Materials Shanghai Company, Ltd. (China), Mr. Lambert is the author and instructor for the Society's International Transportation Logistics course.
Brian P. Spiegal
Parts Management Engineering and Six Sigma
Mr. Brian P, Spiegal, Six Sigma Black Belt and Senior Principal Engineer for Honeywell International's Guidance and Navigation Operations (GNO), Clearwater, Florida is awarded this Field Award for both his leadership in the control and improvement of the parts management program on the Army TACMS (ATACMS) program; and his successful execution of his Stockout Elimination Black Belt program. Through his vision of a better way to handle the entire the process of selection, procurement, and stock control of electronic components, his ability to analyze and improve complex processes, his enthusiasm, his dedication, his ability to work with cross-functional groups, and his leadership skills, he was able to correct these problems and save GNO significant amounts of money through both cost takeout and cost avoidance. His efforts have positioned GNO to become not just a world-class supplier of INS/GPSs, but also a world-class piece-part procurer and builder of these systems.
Col. (USMC, Ret.) Paul B. Watson, Jr., CPL
Outstanding Service and Contribution
Paul B. Watson, Jr., CPL is recognized for his outstanding service and contribution to not only his chapter but also for eagerly sharing his vast logistics knowledge and experience of more than 5 8 years with the younger logisticians with whom he comes in contact. His contribution to educating and helping people both in and outside of the Society of Logistics Engineering family has encompassed many years. Upon his retirement from the United States Marine Corps in June 1973 after 35 years of Naval Service, he served for over twenty-three years in various logistics positions in industry. Active within the Greater Washington Area Chapter, not only serving as a board member but also as the chapter's quartermaster, he personifies the concept of "networking" as it pertains to the sharing and proliferation of logistics knowledge and professionalism.
