* Jackie Neubauer has been promoted to lending officer with Paragon Bank, Wells, Minn. Neubauer has been with Paragon Bank for 19 years.
* Gary Tolzmann, president of Farmers Trust & Savings Bank of Spencer, Iowa recently celebrated his 25th anniversary with the bank. Farmers Bank hosted an open house on April 8 in his honor.
* First Business Capital Corp., Madison, Wis., announced the following changes:
Gabrielle M. Thomas has been hired as field examiner. Thomas was previously a contract field examiner for First Business Capital Corp. and in sole practice as a certified public accountant for eight years. Thomas was also an audit manager at a major accounting firm. Thomas graduated from the University of Texas at Austin with a bachelor of business administration degree in accounting.
Katrina Wedel has been promoted to collateral analyst. Wedel has more than five years of banking experience. Prior to joining First Business Capital Corp., Wedel had been with First Business Bank. Wedel is a graduate of Edgewood College, Madison, Wis., with a bachelor's degree in marketing and management, and is working on a master's degree in finance.
Joni Wiebelhaus has been promoted to collateral analyst. Wiebelhaus has worked in the banking and investment field for two years. Prior to joining First Business Capital Corp., Wiebelhaus had been with First Business Bank. Wiebelhaus is a graduate of the University of Wisconsin, Madison with a degree in finance.
* Sandra Monticelli was named vice president and manager of Citizens Independent Bank's Plymouth, Minn., office. Monticelli has nearly two decades of banking experience, most recently as manager of a community bank in Eagan. Monticelli began her banking career as a teller for Union Bank of California, where she was responsible for managing an in-store branch, as well as opening three grocery store branches.
* Becky Picard has joined Quad City Bancard Inc., as senior vice president. Picard's responsibilities include consumer and commercial credit card program development and agent bank sales. Picard was with Merchants National Bank in Cedar Rapids, Iowa and was promoted to vice president of their credit card division, Elan Financial Services.
* Peoples National Bank, Council Bluffs, Iowa, announced the promotion of four employees to officer:
Michael R. Johnson has been promoted to assistant vice president/ community banking officer at the Missouri Valley office. Johnson joined Peoples National Bank in 2003 as a branch manager. Johnson will be responsible for bank operations. Johnson has more than 18 years of experience in finance and insurance. Johnson has an associates' degree in agricultural communication and speech from the University of Nebraska at Lincoln.
Catherine Damgaard has been promoted to mortgage loan officer. Damgaard joined Peoples National Bank in 1996 in the loan department. Damgaard has more than 14 years of experience in consumer credit.
Wyatt Greenwood has been promoted to assistant vice president/ community banking at the Broadway office in Council Bluffs. Greenwood joined the bank in 2001 as a credit analyst. Greenwood has a bachelor of science degree in business administration from Creighton University, Omaha, Neb.
Mary Prewitt was promoted to Prestige Club Officer. Prewitt joined the bank in 2001 as a personal banker, and served as branch services manager at the Broadway office. Prewitt has a bachelor of science degree from the University of MissouriColumbia.
* Michael D. Smith has been promoted to market president for First Federal Capital Bank, Madison, Wis. With more than 20 years of banking experience with M&I Bank, Smith has extensive experience in business banking and knowledge of the Madison market. Smith has a masters' degree in business administration in finance from the University of Wisconsin-Madison. Smith has attended the Northern Michigan School of Banking and Cannon Trust School.
* Karen T. Beckwith has been appointed to Associated Banc-Corp board of directors. Beckwith is president and CEO of Gelco Information Network in Eden Prairie, Minn.
* Lake Country State Bank, Long Prairie, Minn., named Trevor Zastrow and Chad Bense to its board of directors.
Zastrow was elected senior vice president/lending at the bank. Zastrow joined Lake Country State Bank in 1987 as a teller. Zastrow graduated from the Colorado Graduate School of Banking.
Bense joined the bank full-time in 1994. Bense holds a Series 7 securities license, Series 24 certification and general securities principal certification. Bense is in his second year of the Stonier Graduate School of Banking at Georgetown University, Washington D.C. Bense was elected to the board of directors to serve as senior vice president/bank administration.
Steven Beck has been elected vicechairman of the board. Beck has been with the bank since its inception in 1987 when he joined the bank as executive vice-president.
The bank also named Marie Kedrowski vice president for compliance; and JoAnn Kinston assistant vice-president for technology.
