* Daniel Rohr, B. John Barry, and James Chafoulias have been elected to the board of Excel Bank, Minneapolis. Rohr is COO of Churchill Capital and former vice chairman of U.S. Bancorp. Barry is founder of MidAmerica Capital Partners, LLC, and Chafoulias is CEO of Pioneer Paper Industries, Inc., Batliner Paper Stock Co. of Texas and Fiber, Inc.

* Paula Phillippe joins Marquette Financial Companies, Minneapolis, as senior vice president for human resources and communications. Phillippe, most recently executive vice president and chief administration officer for RBC Dain Rauscher, Minneapolis, will provide for all human resources and corporate communication needs across the Marquette organization. Phillippe has a bachelor's degree in psychology and a master's degree in industrial relations from the University of Minnesota, Minneapolis.

* Del Tonguette has been promoted to senior vice president at ICBA Bancard, the electronic payment services subsidiary of the Independent Community Bankers of America. He joined ICBA Bancard in January. Tonguette created EFT corporation, GulfNet in 1986, which was later acquired by the Pulse EFT Association. Tonguette attended the University of Virginia's Graduate School of Banking, Ohio University and has completed courses through the American Institute of Banking.

* Ed Jambor has been promoted to assistant vice president, business banking, at the Richfield, Minn., branch of M&I Bank. Jambor has been with M&I bank since 1997 most recently as a business banker. Jambor has a bachelor's degree in business from the University of St. Thomas, St. Paul, Minn.

* Janine Jasmin joins Associated Bank in Minnesota as business banking group manager. In her new role out of the bank's Plymouth, Minn., office, Jasmin will manage sales and support of all commercial lending for the western Twin Cities area. Jasmin most recently managed the corporate deposit group at U.S. Bank. She has a bachelor's degree in accounting from St. Cloud State University, St. Cloud, Minn.

* Ralph Kauten has been elected to the board of First Business Bank, Madison, Wis. Kauten is president and CEO of Quintessence Biosciences, Inc., and is a former faculty member of the University of Wisconsin-Whitewater. Kauten has been involved in several start-up biotech businesses. He co-founded and managed drug discovery company PanVera Corporation. In addition, Kauten was a key player in 1979 in the founding and management of Promega Corporation.

Jon T. Mueller joins First Business Financial Services Inc., Madison, Wis., as senior financial accountant and officer. Mueller has more than eight years of financial accounting experience and has a double major in accounting and finance from the University of Wisconsin, Madison.

Cindy Meinholz joins First Business Trust & Investment Services, a division of First Business Bank, Madison, Wis., as trust and investment associate. Meinholz spent five years with First Business Bank in the client support and loan support areas. Meinholz expects to earn a bachelor's degree in finance from the University of Wisconsin-Whitewater in December.

Jan Ackley joins First Business Capital Corp., as vice president of business development. He will be responsible for a new loan production office in Cincinnati as well as asset-based lending relationships throughout the Midwest. Ackley most recently was vice president in the commercial banking department of Provident Bank. He has a bachelor's degree from Ohio State University, Columbus.

* John Bedosky joins Wells Fargo & Company, Minneapolis, as a wealth management specialist for Wells Fargo Private Client Services. At one time, Bedosky served as principal for Lowry Hill, a Wells Fargo company; most recently he was a partner practicing wealth transfer planning at Parsinen, Kaplan, Rosberg & Gotlieb in Minneapolis. Bedosky has served as an adjunct professor at the University of Minnesota Law School, the Carlson School of Management and William Mitchell College of Law.

* Amy Fisher joins the Upper Midwest Automated Clearing House Association as audit services director. Fisher will be responsible for overseeing the ACH audit function for the association. Fisher has more than a decade of financial services experience in operations and electronic payments and most recently was operations department supervisor at the First National Bank of Hudson, Wis. Fisher has an accredited ACH professional certification and is completing a degree in supervisory management from Wisconsin Indianhead Technical College, New Richmond.

* Todd Spale joins the Independent Community Bankers of Minnesota's technology resource staff. Spale will work with Leo Stadnik, ICBM's technology program director. Spale has more than 10 years of experience in the banking industry, most recently as operations manager at Washington County Bank, Oakdale, Minn. Spale has a bachelor's degree in business management from the University of Minnesota-Crookston.
