Former Illinois regulator dies

William C. Harris, the Illinois Commissioner of the Department of Banks and Trust Companies from 1977 to 1990, died on Dec. 30. He was 83.

Under his leadership, the Illinois department became the first in the country to receive accreditation from the Conference of State Bank Supervisors. He also was instrumental in establishing the Illinois Bank Examiners Education Foundation, which continues to fund the training and continuing education needs of examiners. He was the chairman of CSBS in 1984.

Harris, a Republican, served 22 years in the Illinois legislature. He was the state's first President of the Senate in 1973-75. He was the Senate minority leader in 1975-1977. Harris ran unsuccessfully for state auditor in 1968, and for secretary of state in 1976.

Harris, reportedly known for his smile and pleasant demeanor, is survived by his wife, Jeanne; a daughter, Barbara Harris; a son, Charles Harris, and two grandchildren.
