* Thomas Goldstein, chairman and CEO of ABN AMRO Mortgage Group and senior executive vice president of LaSalle Bank Corp., Chicago, has been appointed to the board of the Chicago Federal Home Loan Bank. Goldstein assumes the term, which expires at the end of this year, of Scott Heitmann, who retired in April from the Board and from his position as vice chairman of LaSalle Bank Corp. Goldstein joined LaSalle Bank in 1998 as a group senior vice president in the finance division. He has a bachelor's degree from Union College, Schenectady, N.Y., and obtained an MBA from the Wharton School at the University of Pennsylvania in Philadelphia.
* Richard Hartnack and Joseph Otting have been elected to vice chairman positions by the board at U.S. Bancorp. Hartnack joined the company in April as head of the consumer banking division. Most recently Hartnack had been with Union Bank of California. Otting joined U.S. Bank in 2001 as president of U.S. Bank in Oregon and will now lead commercial banking for the company. Both men will serve on the corporation's managing committee.
* David Zelinsky has joined Klien Bank, Chaska, Minn., as its president. Zelinsky has more than 28 years of financial services experience working most recently at BNC National Bank in Minneapolis as its president. The Iowa native has a bachelor's degree in finance and accounting from Augustana College in Sioux Falls, S.D., and a master's degree from the University of Wyoming, Laramie.
* Independent Bankers' Bank, Springfield, Ill., announced:
Cherlyn Lee joins the bank as vice president of correspondent banking. Lee had spent 18 years with John H. Harland Company as senior sales executive.
Allen Schmale joins the bank as executive vice president and chief lending officer of commercial lending. Schmale has more than 15 years of commercial lending experience.
* Brad McCumber has joined Nebraska Bankers' Bank as vice president. McCumber has a bachelor's degree from Kearney State College in Kearney, Neb., and has more than 20 years of banking experience. He also completed the Kansas/Nebraska Intermediate School of Ag Banking and has a real estate broker's license.
* Promontory Financial Group, Washington, D.C., announced:
Thomas Loughlin joins the firm as managing director. Loughlin spent 22 years with KPMG LLP and KPMG Consulting, where he served as managing director; most recently Loughlin worked for Clarient Group LLC where he served audit committees and senior management with respect to oversight of financial reporting, regulatory compliance, and internal and external audit activities. Loughlin has advised on the development and implementation of accounting standards and has served as an instructor for Federal Financial Institutions Examination Council programs. He is a graduate of Connecticut's Fairfield University and is a Certified Public Accountant.
Michael Joseph joins the firm also as managing director. He has served more than 30 audit committees in his career and was a major account partner at KPMG for 28 years, overseeing NYSE and NASDAQ accounts. Joseph has a degree from King's College, Wilkes-Barre, Pa., and is a Certified Public Accountant.
James Hilton joins Promontory Financial Group as director. He served as counsel at the Federal Reserve Bank of New York, where he worked on bank regulatory and enforcement matters. Hilton has an undergraduate degree from Harvard University, Cambridge, Mass., and a Juris Doctorate from Boston University School of Law.
* Robert Schmermund has been named executive vice president for corporate communications and member relations for America's Community Bankers. He previously served as senior vice president for corporate communications. Schmermund has been at ACB for 12 years.
