Transmitter and receiver packs can be conditioned simultaneously or independently. The unit measures actual full-charge capacity during discharge, which you can compare to the battery's rated capacity; if it measures at least 70 percent of the rated capacity, the battery is good. A neat feature of the charger is its ability to charge/discharge transmitter batteries for most radio types and that it works with both Ni-Cds and NiMH batteries.
