1. Call to Order
Chairman Jack E. Fincham called the meeting to order at 9:30 AM on February 23, 2000 at the Mariott Hotel, Richmond, VA.
2. Chairman's Remarks
Chairman Fincham welcomed the new deans, associate and assistant deans. The new deans welcomed included: Dr. Svein Oie (University of Georgia) and Dr. Max Ray (Western University of Health Sciences). The new associate dean was: Dr. Donald Woodward (Rutgers). Dr. Fincham recognized Dr. Larry Milne as the Interim Vice Chancellor for Academic Affairs and Sponsored Research at the University of Arkansas.
3. Approval of Minutes
The minutes of the July 5, 1999 meeting were previously distributed. The minutes were approved as written.
Report of the At Large Representative to the Board of
Directors
Dr. Jack Fincham gave the report in place of Dr. Sid Stohs who could not be present.
AACP received letters of interest/nomination for 7 candidates for the position on the ACPE Board. The AACP Nominee to the ACPE Board will be Dr. Barbara Brandt (Kentucky).
AACP Award recipients have been selected: The Distinguished Pharmacy Educator Award will be presented to Dr. Joseph Wiederholt (Wisconsin). The Paul Dawson Biotechnology Award will be presented to Dr. Francis Szoka (CSF). The Volwiler Research Achievement Award will be presented to Dr. Jean Shih (USC). The Lyman Award will be presented to Drs. Victoria Roche (Creighton), Marlene Aitken (Creighton), and S. William Zito (St. John's).
The Board considered a request from the AACP Technology Enhanced Learning and Resources Committee for $10,000 to continue funding for its AACP Web site. The Board asked the Committee to prepare a business plan for consideration at the 2000 Annual Meeting.
Dr. Robert Kerr (Council of Faculties) proposed that continuing education (CE) credits be awarded for AACP meeting sessions. Drs. Kerr and De Muth will develop a request for proposal (RFP) for an existing ACPE approved CE provider to award CE credit for meetings. The goal is to provide CE credits starting with the 2001 AACP Annual Meeting.
Dr. Jim De Muth requested that AACP and ACPE hold an ACPE Administrator's workshop in conjunction with the 2001 AACP meeting.
Dr. Susan Meyer and Dr. Peter Vlassas have been meeting to discuss developing a more data-driven approach to ACPE accreditation. Dr. Vlassas is interested in developing a set of core of performance indicators to compare schools. The AACP Institutional Research database could be used to collect this information. AACP has outgrown its current building and is considering several options to solve the space shortage.
The AACP budget for 1999-00 projected a deficit of $70,000. The actual deficit was $34,000. The 2000-01 budget projects a deficit of $105,280. Because the budget and the strategic plan are closely tied, approval of the strategic plan will require additional resources.
AACP is a member of the Center for National Health Professions Leadership. Dr. Ken Miller is our representative to this Center. The Center is discussing leadership issues this year and the first effort may be directed at new and aspiring deans. Glaxo Wellcome has recently terminated its support for the Academic Leadership Institute.
Problems have been reported with students trying to set up ASHP student chapters on campus. It has been reported that deans are standing in the way. Dr. Henri Manasse (ASHP) will discuss this issue with the Council of Deans at the 2000 Annual Meeting. The Resolutions Committee has been appointed. Dr. Henry Lewis will chair the committee. The key issues this year include the strategic plan and dues increase.
Drs. Fincham and Kerr have appointed a committee composed of COD and COF faculty members to discuss faculty recruitment and retention issues.
Module 3 in the Master Teacher program has been developed. The Master Teacher Program is designed to recognize excellence in teaching. Other modules are in development.
Merck Research Scholars: Fewer students applied for the 20002001 program than applied in 1999-2000. Is this due to lack of student or inadequate program promotion.
The Board discussed the workforce issue and felt that AACP should conduct an analysis of the future demand for pharmacists based on known demographic trends. The Argus Commission will be studying workforce issues.
Dr. Bill Kinnard will serve as the facilitator for a focus group of deans to determine the program needs of administrators on leadership and management issues.
APHA, NCPA and NACDS have issued a statement supporting a state-based program to provide prescription drugs under Medicare. The program, Senior Rx Gold, would cover the cost of prescription drugs and payment for pharmacists' services. AACP will not support specific proposals; however, the drug benefit should include product, payment for pharmacists; services and an evaluation component that would provide information regarding the effectiveness of the program.
5. Legislative Priorities
Ed Webb provided the governmental affairs report. Legislative priorities for AACP include graduate education and other workforce issues, support for increased funding for the National Institutes of Health, responding to the Institute of Medicine's report on drug-related morbidity and mortality, reauthorization of the National Health Service Corps, support for pharmacy practice residencies, and the Medicare benefit for elderly. He also recognized work of Barbara Brandt for working with HRSA on workforce issues. AACP's new government affairs liaison, Will Lang will start in March. Ed noted that he is actively involved with Fred Paavola in a study to determine whether and to what extent a shortage of pharmacists exists in the U.S.
