Call to Order

Chair Marilyn Speedie called the meeting to order at 10:30 a.m.

Chair's Comments

Chair Speedie welcomed Council members and recognized new CEO, associate and assistant deans.

Committee Reports

Residency White Pape. A committee composed of members from the Council of Deans and section of Teachers of Pharmacy Practice developed a paper on current models of residency programs, the role colleges and schools should play in developing new residencies and how to nurture future faculty. Chair Speedie encouraged Council members to attend the Committee's open hearing on Wednesday, July 23.

Faculty Recruitment/Retention. Council members were also encouraged to attend the COD/COF Special Session on Tuesday, july 22. This program will share best practices in areas such as, generating early interest among students and residents, preparing for an academic career, and "ensuring long-term faculty success."

AACP Meeting Task Force. How can we efficiently conduct meetings (live and virtual)? Changes already implemented at the 2003 Annual Meeting include moving poster sessions to a better time and increasing the number of roundtable sessions. Chair Speedie welcomes suggestions from Council members prior to the Task Force's next meeting on july 23.

Chair Speedie introduced the new COD officers:

Dr. Victor A. Yanchick (Virginia Commonwealth University), Chair-elect

Dr. Holly L. Mason (Purdue University), secretary

Dr. Timothy M. Chan (University of Southern California), At-large Board Representative

Secretary's Report

Minutes of the 2003 Interim Meeting were approved as written.

Board of Directors Report

Dr. Joseph Dean gave the following report:

New Membership Programs and Resources

1. A Curricular Resource Center (webaccessible) has been established to facilitate the exchange of quality materials to enhance instruction, particularly in "niche" and rapidly emerging topic areas. Dr. Susan Meyer will oversee this Center.

2. Center for Advancement of Leadership and Management- This Center will ensure the continued development and delivery of programs and support services for academic leaders. Dr. Ken Miller and Ms. Arlene Flynn will oversee this Center.

Board members voted to participate as a full member in the Pharmacy Provider Status Coalition

President Kerr will invite delegate and member input to revise AACP's july 2000 Strategic Plan and will present the amended plan to the House of Delegates in 2004.

Discussions with ACPE

* How to incorporate findings and recommendations from the four Excellence papers into accreditation standards and interpretive criteria

* Results of the surveys of experiential program coordinators and advanced community pharmacy preceptors. How can AACP assist schools in this area?

* Technician programs and the need to define the appropriate practice roles for technicians prior to establishing competency-based training standards and/or an accreditation program

* On-going collaboration with ACPE in the area of assessment in accreditation

* Dr. Dean encouraged Council members to apply for the ACPE Board's open position. The deadline for receipt of applications is August 8.

By-Law Revisions

Chair Speedie discussed the Bylaw revisions recommended by the Board: (See attached chart also)

Article III Sec.1

Regular Institutional Members

Eliminates IRS stipulation

Restricts category to schools with full or candidate accreditation

Moves programs with pre-candidate accreditation to a new associate category

(New) Associate Institutional Members

Creates new category for schools at precandidate accreditation

Associate members will have one non-voting delegate to the House

Gives school status (in membership and House) while maintaining a distinction from other levels of accredited status

Affiliate Institutional Members

Same title as before, but now restricted to academic institutions not otherwise eligible for AACP institutional membership (e.g., emerging programs, international schools that have not sought ACPE accreditation)

Clarifies a category that used to have academic institutions, associations, and corporations at different benefits and dues levels in the same category

(New) Organizational Members

Creates new category for non-academic entities such as associations, government agencies, other non-profits. Provides distinct membership category for this nonacademic group

(New) Corporate Members Category

Creates new category for corporate entities such as pharmaceutical companies, publishers and other for profit entities

Provides a distinct membership category for a pre-existing group

Article III Sec.2

Individual Members

Permits all pharmacy faculty at both regular and associate institutions to be active members of AACP

Adds staff (in addition to librarians) of member schools

Addition of emphasis on staff in keeping with discussions to identify appropriate ways to serve the varied professionals staff members at AACP member schools

A discussion ensued on the following topics: How would staff members be represented? What issues would staff vote on? One member suggested that some issues should be voted on by faculty and deans.
