Provincial Council highlights

The following decisions were reached during the June 4, 1999 meeting of AARN Provincial Council.

District structure dissolved, new regional structure created

The AARN Provincial Council accepted bylaw amendments that dissolve the AARN district structure. Council approved a motion to adopt a new six-region AARN structure. The regional structure has been designed to accommodate regional health authority boundaries, transportation and communications lines and geographical populations of registered nurses.

New AARN Provincial Council composition proposed for 2001 membership year

Council passed motions of intent to change the composition of the AARN Provincial Council for the 2001 membership year. The proposal calls for a 15-member Provincial Council to be elected for the 2001 membership year according to the geographical boundaries of the AARN six region structure.

The plan proposes that a 15-member AARN Provincial Council be elected from the following six-region plan:

South Region - (1) Provincial Council representative

Calgary/West Region - (3) Provincial Council representatives

Central Region - (2) Provincial Council representatives

Edmonton/West Region - (3) Provincial Council representatives

Northeast Region - (1) Provincial Council representatives

Northwest Region - (1) Provincial Council representatives

The new composition would continue to include the president and president-elect and two public representatives. The president-elect would continue to be elected every two years. Public representatives would be, as they are now, appointed by the minister of health. Once the Health Professions Act is in force the number of public representatives would increase from two to four to create a 17-member Provincial Council.

AARN Provincial Council also proposed a three-year term for all council members beginning in the 2001 membership term. Mid-term council vacancies would be filled by appointing runner-up regional candidates. A mid-term vacancy in the position of president would be filled by the president-elect.

Under the plan an outgoing Provincial Councilor would be required to sit out for one year before running for another term on Provincial Council.

The full proposal will be outlined in bylaw amendments in the September/October 1999 issue of Alberta RN and voted on at the December 1999 meeting of Provincial Council. Membership input is invited now and at the time of the bylaw amendments publication.

New status requirement for associate membership

Council approved publication of a bylaw amendment that requires all applicants for associate membership to be former registered nurses in good standing. Please see the bylaw amendment in this issue of Alberta RN.
