Provincial Council made a number of significant decisions at its recent meeting including to:

Accept the final version of the AARN Organizational Renewal Plan developed by TurnKey Consulting,

* Not approve a deficit budget for 2003, and

* Request a review by CNA of its nomination process for candidates for President-Elect and of the mandate of its Resolutions Committee.

AARN Organizational Renewal Plan

In June 2002, Provincial Council approved the proposed restructuring of the Provincial Office and a refined AARN vision, mission and values statements (see Alberta RN July 2002). At its most recent meeting in September, Council finalized the overall plan for the AARN's organizational renewal. Council accepted a conceptual framework of "Critical Success Factors", refined formal roles for Provincial Councillors, President and Executive Director, and an implementation plan for restructuring both governance and operational components of the AARN.

As part of the plan for restructuring governance, Council struck an Ad Hoc Policy Review Committee to review all AARN policies, related bylaws and mechanisms to evaluate Council's performance. Council also revised the terms of reference of the Ad Hoc Committee to Evaluate the President and Executive Director which was renamed the Leadership Review Committee and established as a standing committee. Council directed the Committee to recommend processes and instruments to evaluate the performance of the President and the Executive Director.

AARN Budget For 2003

Provincial Council rejected a 2003 budget with a proposed deficit of $455,000. Acknowledging the unavoidable costs related to implementing the Health Professions Act and the AARN organizational renewal, Provincial Council designated an amount from accumulated net assets to offset these expenses. The amount is not to exceed one month's operating costs or approximately $650,000. Council then requested that a revised balanced budget be presented for consideration at its next meeting scheduled for November 27-29.

Review by CNA of Its Nomination Processes and Resolutions Committee

Provincial Council directed the AARN President, in her capacity as member of the CNA Board of Directors, to request discussion of an enhanced process for securing sufficient candidates for CNA President-Elect at the Board's upcoming board meeting in November. Council agreed that a review of the process is required in light of the selection by acclamation of the CNA President-Elect at the Biennium in Toronto this past June.
