Whatsits: Wrap it Up

Vern VOSH of Medford, Oregon, owns this chisel (Figure 1). What is unusual about it is not its business end, but the handle, which is wrapped in paper. It has been struck, but maybe it wasn't supposed to have been. Mr. Voss notes that the brown paper (.010 inches thick) isjust rolled along the shank, but is not glued.

Mr. Voss thinks it is a glaziers' chisel and is marked "Realance, Youngstown, Ohio." The question is, why is it wrapped in paper?
