"The Dream" Etched in Stone

On Aug. 28, 1963, Martin Luther King Jr. stood on the steps of the Lincoln Memorial to deliver his historic "I Have A Dream" speech during the March on Washington. A special inscription was unveiled Aug. 22, marking the place where King stood.

First Black Woman on Circuit Court

Allyson Duncan (right) was sworn in Aug. 15 as the first Black woman named to the 4th U.S. Circuit Court of Appeals. The 15-member court, based in Richmond, Va., handles appeals from West Virginia, Virginia, Maryland, North Carolina and South Carolina. Duncan, who was previously on the state Court of Appeals, is also president of the North Carolina Bar Association.

Chaplain Assumes Senate Duties

Rear Adm. Barry C. Black became the U.S. Senate's first African American chaplain july 7. Black, formerly the Navy's chief of chaplains, is also the first military chaplain to hold the Senate position. As the 62nd chaplain, Black will open the Senate with prayer each day and serve as a spiritual counselor.

Woman to Head Wisconsin Prison

Quala Champagne will be sworn in Sept. 16 as the first Black female warden of a Wisconsin state prison. Champagne will head the Racine Correctional Institution, a medium-security men's prison with 1,497 inmates. Before her appointment, she was deputy superintendent of the Ethan Alien School, a juvenile corrections facility in Waukesha County, Wis.
