He will oversee M&T's wholesale mortgage business at 10 regional production facilities throughout the U.S., including formulating and leading strategic initiatives, salesforce development, expansion and integration. He has a bachelor's degree in business administration and finance from West Virginia University.
Citizens Bank named Kenneth S. Spatz a vice president and relationship manager for commercial banking in Lancaster and Lebanon counties. Previously, he was a relationship manager and vice president with Mercantile Bank & Trust. He is a graduate of Albright Colege.
Mercer County-based First National Bank named Christopher S. Healy assistant vice president of commercial lending for the Harrisburg area with its Legacy Bank subsidiary in Susquehanna Township. He has four-plus years of financial-services experience with M&T Bank. He has a bachelor's degree in marketing from Penn State University.
Susquehanna Bank named Sheri Garman vice president and manager of branch administration services and support. She will oversee the retail-banking division, assist in annual budgeting and forecasting, and be a liaison between operating departments and vendors. Previously, she was assistant vice president and assistant controller of bank operations. She has 26 years of banking experience and a bachelor's degree in banking and finance, accounting and management from Alvernia College.
CONSTRUCTION
G.A. & F.C. Wagman Inc. of Manchester Township named Nathan Dale a roadway engineer. He will be responsible for roadway development, including grading, drainage, paying and traffic control. Previously, he was employed with a New York City heavy-highway contractor. He has a bachelor's degree in structural design and construction engineering from Penn State University. John Fischer was named director of financial services. He is a certified public accountant with 16-plus years of accounting experience, including eight years in the construction sector. He will manage general accounting and budgeting functions, including financial reports and support. He has a bachelor's degree in business administration and accounting from Millersville University.
Manchester Township-based Keystruct Construction Inc. named Brian Bettleyon a project manager. He has a bachelor's degree in structural design and construction engineering technology from Penn State University.
EDUCATION
Harrisburg Area Community College named Kathleen Ruth Kramer campus dean of its Lebanon campus. She had been assistant director of Temple University Harrisburg since 1985. Earlier in her career, she had been coordinator of gerontology education with HACC's Harrisburg campus. She has a bachelor's degree in psychology from Indiana University of Pennsylvania, a master's in social gerontology from the University of South Florida in Tampa and a doctorate in adult education from Temple University.
INSURANCE
Susquehanna Township-based Capital BlueCross named Steve Krupinski vice president of human resources. He will oversee staffing, compensation, benefits, employee relations, employee development, HR information systems and payroll. He is a graduate of Gettysburg College and has been with Capital BlueCross for almost a year. Russ Helt was named vice president of facilities and support services. He will manage records retention, mail, inventory and print operations, word and graphic design, purchasing, claims receiving to image capture, and facilities management. He has been employed with the company for 25 years. Deb Garland was named senior director of account administration. She will oversee enrollment and billing for the company's commercial products, as well as all nongovernment individual account enrollment. Her department also is responsible for issuing identification cards and member materials, as well as invoicing and premium collection. She has been with the company for 30 years. Kim Cuckovic was named director of Medicare enrollment, billing and reconciliation. She will oversee membership, billing, revenue and reconciliation processes for Medicare risk products. She has been with the company for 14 years. Heidi Adams was named director of Medicare product development and policy analysis. She will oversee corporate implementation of Medicare guidelines and assist with the research and development of new Medicare products. She is a graduate of George Washington University and has been with the company for six months. Stacey Pritchard was named director of product development. She will develop and implement new product initiatives and services, as well as coordinate changes to existing benefit designs and products. She is a graduate of Indiana University of Pennsylvania and has been employed with the company for 13 years.
