ACCOUNTING

Smoker & Company of Upper Leacock Township named Jason Sevast network administrator. Previously, he was a network engineer with Community Banks Inc. of Lower Paxton Township. He has more than eight years of computer hardware, software and network experience, as well as an associate degree in specialized business as a computer-systems specialist with YTI Career Institute of Springettsbury Township.

SF & Company of York named Joseph T. Kolarik tax director. He has 15 years of public accounting experience and 13 years as chief financial officer of a multiple-entity manufacturing company. He also is chairman of the tax committee and is based in the State College office. Robert E. Ribic Jr. was named a business valuation director based in the West Shore office. He will provide litigation support, forensic accounting and business-valuations services. He is a certified public accountant and has bachelor and master of business administration degrees from Penn State University.

ARCHITECTURE/ENGINEERING

Foreman ArchitectsEngineers of Rap ho Township named WajmeW Doyle an employee. Over the past 33 years, he was superintendent of the Hempfield Area, Gateway, Woodland Hills and Turtle Creek Area school districts. He is a graduate of California University of Pennsylvania, Duquesne University and West Virginia University.

Barton Associates Inc. of York named Edward L. Ritter a controls and commissioning manager. Previously, he was employed by Mc-Master. He has 30 years of manufacturing, process-engineering, maintenance and project-management experience, as well as a bachelor's degree in chemical engineering from Carnegie Mellon University of Pittsburgh.

K&W Engineers and Consultants of Swatara Township named Esther Dippery a computer- assisted design and drafting technician. She has more than six years of experience in civil and architectural CADD design and drafting, including road and utility profiling, as well as stormwater and sanitary-sewer layouts for commercial, retail, residential and municipal projects. She has an associate degree in computeraided drafting technology from ITT Technical Institute of Indiana.

Rettew Associates Inc. of Manor Township named Randy M. Wood director of geosciences. He has more than 30 years of experience in geologic and hydrogeologic studies, geotechnical and environmental investigations and surface and deep mine projects. He is a professional geologist and has a bachelor's degree in geological sciences from Penn State University. John L. Brodisch was named a business-development specialist for commercial, industrial and residential land-development projects. He will focus on opportunities in Central Pennsylvania and along the Interstate-81 corridor in Maryland and West Virginia. He also is a real estate broker and has more than 15 years of engineering business-development experience and a bachelor's degree in finance from Drexel University.

David Miller/ Associates Inc. of West Hempfield Township named John Pogue a project manager and landscape architect. He has been a registered landscape architect for 18 years. He has a bachelor's degree from Penn State University of State College.

BANKING/FINANCE

Fulton Financial Corp. of Lancaster named Wendy L. Marshall overdraft-services product manager with the direct-banking center. She will oversee daily operations. Previously, she was a loan sales officer. Daniel A. Rubinstein was named a system engineer with the information-technology department. He will manage corporate server systems and related equipment. Previously, he was a business system administrator. He has an associate degree in electronics from the Electronics Institute.

Commerce Bank/Harrisburg of Swatara Township named Andrew Johnson senior vice president and director of commercial real estate. The commercial real estate lending group finances residential and commercial development projects. Previously, he was vice president and director of commercial real estate. He has bachelor's degrees in accounting and business administration and marketing from Muhlenberg College of Allentown.

AmeriChoice Federal Credit Union of Upper Allen Township named Tom Ha vice president of information technology. He has 21 years of sales and marketing experience, as well as 10 years of credit union experience.

Assets Lancaster in Lancaster named Dwight Bowen, Dave Forrest and Donald Horning board members. Bowen is president of Dwight Bowen and Associates, as well as founder and chairman of the Lean Thinking Network. Forrest owns Forrest Landscaping, a full-service lawncare and property-maintenance company. He is a graduate of Millersville University of Millersville. Prior to retirement, Horning owned the former Horning Dodge of New Holland. Currently, he is a mentor with Assets Lancaster.

GOVERNMENT

Pennsylvania Department of Public Welfare named Ellen S. DiDomenico director of the Governor's Commission on Children and Families. She will work with advocates and community organizations to better coordinate and streamline delivery of services to Pennsylvania's children. Previously, she was humanservices director for Lycoming and Clinton counties, where she was responsible for providing direct services and administration in county programs including child welfare, mental health, mental retardation and substance abuse. She has a bachelor's degree from Susquehanna University of Selinsgrove and a master's degree from Bucknell University of Lewisburg.
