1980. The U.S. Senate confirmed the nomination of Dr. John B. Slaughter to be the director of the National Science Foundation....Mini-OTEC, the non-federal-funded Ocean Thermal Energy Conversation demonstration project, received an award on behalf of the National Society of Professional Engineers for the development of 50 kilowatts of energy. The energy was to be used for the powering of instruments, lights and refrigeration at sea....An atlas of the Texas Barrier Island ecosystem, compiled by researchers at Texas A&M University, was published by the U.S. Department of the Interior. The atlas covered over 20,000 square miles.

1990. RAdm. Sigmund R. Peterson relieved RAdm. Francis D. Morgan as National Oceanic and Atmospheric Administration (NOAA) Corps director in a military change-of-command ceremony at the U.S. Department of Commerce....Pamela Reid, a professor at the University of Miami's Rosenteil School of Marine and Atmospheric Sciences, discovered stromatolite fossils in the Bahamas tied to the evolutionary process....A study conducted by NOAA at the Great Lakes Environmental Research Laboratory in Ann Arbor, Michigan, found that a mini-greenhouse effect was evident in freshwater lakes' ice cover.

The Intergovernmental Conference on Protection of the Marine Environment was held in Washington, D.C., with the goal of developing a program to prevent, reduce and control land-based marine pollution....In an effort to restructure, the U.S. Army Corps of Engineers began reorganizing 40 districts, primarily in and around Washington, D.C, and division-level headquarters....The U.S. Coast Guard announced the creation of the Navigation Information Service, an Internet service to disseminate maritime navigation information including local notices to mariners, information on marine safety, marine communications, recreational boating safety, global positioning systems (GPS), differential GPS, Loran C and Omega.
