The Federal Reserve and Office of Thrift Supervision has released the revised Consumer Handbook on Adjustable-Rate Mortgages - "CHARM" booklet - which contains consumer information about the features and risks of such loans, including interest-only and payment option mortgages. The Fed's Regulation Z requires creditors to provide consumers with a copy of the CHARM booklet, or a suitable substitute, with every adjustablerate mortgage loan application.
