EPA rewards fuel cells

AN ORGANIZATION working to promote the use of fuel cells in Houston, Tex., recently received a $10,000 grant from the EPA to further its work. The Houston Advanced Research Center (HARC), a nonprofit group collaborating with 10 universities and medical centers, will explore the potential benefits of a trading program for fuel-cell emissions.

HARC's efforts revolve around a proposed "cap and trade" program put forth by the Texas Natural Resource Conservation Commission (TNRCC). The Conservation Commission is working to reduce smog in the Houston-Galveston area through a program that would cap emissions and allow for trading of allowances among companies. HARC's goal is to establish emission-reduction rates for fuel cells and include them in TNRCC's plan.
