R. David Paulison has been nominated as undersecretary for federal emergency management and director of the Federal Emergency Management Agency, U.S. Department of Homeland security, Washington, D.C.

AFCEA Chesapeake Chapter member Richard C. Schaeffer Jr. has been appointed as director of information assurance, the National security Agency/Central security Service, Fort Meade, Maryland.

Anita K. Blair has been nominated as assistant secretary of the U.S. Air Force for manpower and reserve affairs, Office of the secretary of the Air Force, Washington, D.C.

Upon the retirement of AFCEA Stuttgart Chapter member Gen. Charles F. Wald, USAF (r), after 35 years of service, Lt. Gen. William E. Ward, USA, is assuming the responsibilities of deputy commander, U.S. European Command, Stuttgart, Germany.

Rear Adm. Derwood C. Curtis, USN, has been assigned as commander, Naval Surface Force, U.S. Atlantic Fleet, Norfolk, Virginia.

Brig. Gen. Albert F. Higgle, USAF, has been assigned as military representative to the Senior Interagency Strategy Team, National Counterterrorism Center, Office of the Director of National Intelligence, McLean, Virginia.

Brig. Gen. Robert H. Holmes, USAF, has been assigned as deputy director, operations-force protection, Headquarters U.S. Central Command, MacDill Air Force Base, Florida.

Brig. Gen. Mary Kay Hertog, USAF, has been assigned as director, security forces and force protection, Office of the Deputy Chief of Staff for Logistics, Installations and Mission Support, Headquarters U.S. Air Force, the Pentagon, Washington, D.C.

Maj. Gen. George A. Higgins, USA, has been assigned as assistant deputy chief of staff, G-3/5/7, U.S. Army, the Pentagon, Washington, D.C.

Allan Cameron has been appointed chairman and chief executive officer of Thales' U.S. operations, Alexandria, Virginia.

XAware Incorporated, Colorado Springs, Colorado, has chosen Tim Harvey as the company's chief executive officer.

Frederick D. Gregory has joined Lohfeld Consulting Group Incorporated, Edgewater, Maryland, as managing director of aerospace and defense strategies.

Maj. Gen. John Urias, USA (Ret.), has joined Quantum Research International Incorporated, headquartered in Huntsville, Alabama, as vice president and manager of the Defense Systems sector and program/capture manager of the company's Systems Engineering and Technical Assistance Contract 07 proposal effort.

Lucent Technologies Incorporated, Murray Hill, New Jersey, has named Elizabeth Hackenson as chief information officer.

Harris Corporation has appointed AFCEA Erie Canal Chapter member Dana Mehnert as president of the RF Communications Division, Rochester, New York.
