Fred Goodwin Royal Bank of Scotland made a paper gain of GBP1.4 billion as the Bank of China completed its initial public offering, vindicating chief executive Goodwin's decision to invest in the Chinese bank.

Shares were issued at HKdollars2.95 (21p), at the top of the indicative range.

Adair Turner Lord Turner found his arguments won the day with the government deciding to implement 95 per cent of his pension recommendations.

It announced plans to raise the pension age to 68 by 2044 and restore the link with earnings. It had previously said the Turner proposals would be too expensive.
