While the Executive has allocated more resources to help with the international efforts of the education sector, the SDI has been given no measurable targets to achieve. Nobody seems to know how much the Scottish education sector exports at the moment.

According to one former Scottish education consultant, some of Scotland's greatest strengths are also being overlooked, such as teacher training and examination and curriculum development. "A further lead needs to come from the Executive. The partnership between national agencies and providers isn't where it should be to deliver these things, " he says. "The Executive needs smarter targets for its international strategy."
