*KUALA LUMPUR Council officials are telling Muslim women in a northern Malaysian city not to wear bright lipstick and noisy high- heel shoes if they want to follow the "Islamic way". Kota Baru's council, run by an Islamist party, is distributing pamphlets that aim to "prevent rape and protect women's dignity and morals".
