WITH almost two dollars to the pound shopping in Chicago is like being in the middle of the world's biggest sale, writes CAROLE MALONE. First stop was Bloomingdales. I went straight to customer services where they issue you with a card that gives you an immediate 11 per cent off all purchases. And as most of the stuff costs half of what it does here in England, that's 61 per cent off everything before you even get to the sale racks - which Bloomies have all year round.
