Locksmith trial set

Oakland Tribune,  Jul 14, 2007  by Michael Manekin

REDWOOD CITY -- A 29-year-old Israeli man who prosecutors say set up a phony locksmith business in San Bruno and then charged an 86- year-old woman on a fixed income

$1,500 to change a lock on her door, will be tried in San Mateo County Superior Court.

A Superior Court judge found sufficient evidence Friday to try Moshe Mizrachi on a host of charges -- including grand theft and identity theft

Mizrachi, who arrived in the country on a visitor's visa, also stands accused of assuming the name of a pre-existing locksmith business, "A-1 San Bruno Locksmith," after learning that its owner had died.

Law enforcement officials caught wind of the alleged scam artist after a TV news show received numerous complaints of an over- charging locksmith from seniors and notified the public.

Prosecutors say they only have evidence that Mizrachi conned the 86-year-old woman, but the district attorney's office believes the alleged grifter has left more victims in his wake.

"This was not an isolated incident," Chief Deputy District Attorney Steve Wagstaffe said.

The crimes for which Mizrachi is accused "require a certain level of evil in a person," he added. "Loads of cultures have different views ... but there is not a culture on this planet that says that abusing an elderly person is OK."

Prosecutors accuse Mizrachi of five crimes: two counts of identity theft, one count of fiscal abuse, one count of grand theft and one misdemeanor count of driving on a suspended license.

A judge raised Mizrachi's bail from $25,000 to $100,000 on Friday.

He is to appear in court on July 27 for his Superior Court arraignment.
