Coroner identifies body found in San Ramon

Oakland Tribune,  Apr 28, 2008  by Robert Salonga

SAN RAMON - The discovery of a man lying next to a burning car Sunday night is being investigated as San Ramon's first homicide of the year, police said.

The Contra Costa County Coroner's Office identified the man as 42- year-old Kashmir Billon of San Ramon. An investigation is underway, but police have not released any information about the victim or the circumstances of his death.

San Ramon Valley Fire Department personnel were called to a report of a car on fire in the 2600 block of Bishop Drive near Executive Parkway around 11 p.m., said San Ramon police Sgt. Steve Fajardo.

Firefighters instead found a blue BMW with its engine smoking. They also found a person lying unconscious outside the car and called police, Fajardo said.

Officers responding to the scene declared the person deceased and began investigating the discovery as a homicide, Fajardo said. An autopsy is scheduled for later today.
